What time does the debate take place?

The second general election debate of the season is taking place at the National Constitution Center in Philadelphia. Pennsylvania is one of seven battleground states that could decide the election. Harris and Trump are currently tied in the state, which has 19 electoral votes, according to the latest estimates.

Rules of discussion
The rules for the debate will be similar to those for the Trump-Biden debate in late June. According to ABC, the rules for the debate are as follows:
- The microphone will be activated only for the candidate whose turn it is to speak, and will be muted when it is time for other candidates to speak. The moderator will endeavor to strictly adhere to the speaking time agreement and to ensure that discussions are conducted in a respectful manner.
- There are no spectators.
- Candidates will not be permitted to take notes.
- Each candidate will be given a pen, a notepad and a bottle of water.
- Staff will not be allowed to visit candidates during the two commercial breaks.
- Candidates cannot ask each other questions.
- There will be no opening statements, and closing statements will be limited to two minutes per candidate.
According to ABC News, Trump won a virtual coin toss to determine podium placement and the order of final statements, with Trump choosing to deliver the final closing statement and Harris choosing the correct spot on the podium on screen.
